Yes — £400 covers the website build and Google setup from your approved mock-up: mobile-first pages, SEO, Google Business Profile, structured data, and a live preview from day one. If you need something well outside that (a shop, bookings, a customer login), we will say so before anything starts and quote it as a separate fixed number.
